With reference to my confidential

despatch of the 22nd.of January, have the honour

to inform you that, after very careful consideration,

I have come to the conclusion that I am unable, in

the best interests of the Colony, to recommend that

Sir K'ai Ho K'ai should be re-appointed to be a

Member of the Legislative Council on the expiration of his fourth term of appointment in February 1914.

The Colonial Secretary and the Secretary for Chinese

Affairs agree with the conclusion I have arrived at.

2. This Government, I regret to say, has

lost confidence in Sir K'al Ho K'al.

For some time past it has been common report

among the Chinese that Sir K'ai Ho K'ai uses his

position as a member of the Legislative Council to

exact pecuniary contributions from many

Guilds in the Colony. I have caused close enquiry

to be made as to the foundation of this report with

the following result:-

(a)

It is ascertained that the Opium Farmer pays

him $600 per annum. sir K'ai Ho K'ai is not the Opium Farmer's legal adviser, nor does he do legal work for the Farmer. The present
